HSE Headquarters

The building is now in its eleventh year of operation but is still looking really good. The best thing is that the building has a genuinely good buzz to it. I believe it is a real example of thoughtful design improving the efficiency of the workplace.

The Health and Safety Executive’s headquarters on Merseyside provides 30,000sqm of low energy and flexible workspace with a dramatic drum-shaped building housing conference and training facilities.

The curved elevation adds interest to the local street scene, while internally the spiral staircase and colourful artwork offer a stimulating environment. Office floor widths are limited to 15m to allow a combination of natural ventilation and daylighting to minimise energy consumption.

Generous internal public spaces and contemporary external space add to the feeling of a quality environment for valued staff and trainees.

A survey of the building five years after completion found that measurable items like energy use and comfort significantly exceeded expectations, while user satisfaction was also extremely high.

Precast concrete floor modules were manufactured in a factory and assembled onsite. The project was put forward by CABE as an exemplar of good design using PFI procurement and was awarded Exemplar status by the BCO for the way in which it draws together and aligns the goals of management, staff and members of the PFI consortium.
